Buying a phone or a laptop from someone you have never met means one of you has to trust first. The seller wants the money before shipping; the buyer wants the device before paying. Without something in the middle, the transaction either does not happen or somebody gets hurt.
Certified refurbishment makes it harder again — condition is a judgement call, and a disagreement about grading is a disagreement about price after the money has already moved.
